1. Right to Benefit from Services in General

Patients have the right to benefit from healthcare services in line with the principles of justice and equity, without discrimination based on race, language, religion, sect, gender, philosophical belief, or economic or social status.

2. Right to Information and to Request Information

Patients have the right to obtain information about all types of healthcare services and facilities, and to request verbal or written information regarding their state of health.

3. Right to Confidentiality and Non-Disclosure of Information

Information obtained within the scope of healthcare services is not shared with third parties under any circumstances, except where permitted by law. The patient may request that relatives or others are not informed about their condition and may change this request at any time.

4. Right to Review Medical Documents

The patient, or their proxy or legal representative, may review their medical documents and obtain copies of them upon request.

5. Right to Choose and Change Healthcare Institution and Personnel

The patient has the right to choose and change the healthcare institution and to benefit from the services of the facility they have chosen. They also have the right to know the identity, role and title of the healthcare professionals providing care and to request a change of personnel.

6. Right to Request Determination of Priority Order

In situations where services are insufficient or limited, the patient has the right to request that priority be determined objectively and in accordance with medical criteria.

7. Right to Due Medical Care

Healthcare professionals are obliged to exercise due medical care appropriate to the patient’s condition. Even when it is not possible to save life or protect health, efforts must be made to alleviate the patient’s suffering.

8. Right to Refuse or Stop Treatment and to Give Consent

The patient has the right to refuse treatment, to request that it be discontinued, and to receive healthcare services based on informed consent for medical interventions.

9. Right to Diagnosis, Treatment and Interventions in Accordance with Medical Necessity

The patient is entitled to diagnosis, treatment and care in line with up-to-date medical knowledge and technology. Interventions that are not medically necessary may not be performed; procedures that violate bodily integrity or create a life-threatening risk are strictly prohibited.

10. Prohibition of Euthanasia

Euthanasia is strictly prohibited. The right to life cannot be waived; no one’s life may be ended, even at the request of the patient or others.

11. Right to Privacy

The patient’s privacy is respected. All medical interventions are carried out with due regard to the patient’s privacy.

12. Right to Safety

Patients and their relatives have the right to be in a safe environment within healthcare institutions. Factors that may threaten safety are identified in advance and service processes are organized accordingly.

13. Right to Visitors and Companions

Visitors are accepted in accordance with the rules and procedures set by the healthcare facility; where deemed appropriate by the physician, the patient may have a companion.
